How the floor works
Each C-Chain block header carries an exponent q (minPriceExponent).
The minimum gas price is
The block builder may move q by at most Q per block toward its configured
min-price-target. Builders that do not set a target keep the previous value. Blocks are proposed in
proportion to stake, so the floor converges on the stake-weighted median preference. The change made in block
b constrains block b + 1. When demand is low the base fee sits on the floor. Under congestion,
the ACP-176 price term ex/K takes over.

Vote colors come from the change in q between consecutive headers. A hold is ambiguous: the builder either abstained or already wanted the current floor. A partial step means the builder reached its own target, so the new floor shows that builder's preference. Headers do not identify the proposing validator, so this page does not attribute votes to validators. Floors are computed in floating point from the header exponent and may differ from the node's integer value by less than one wei.
